The Madras Redevelopment Commission and Madras City Council took a significant step Tuesday toward recovering a major public investment, approving a Purchase and Sale Agreement to buy back the former Initiative Brewing property at 715 SW 4th Street for $1.1 million.
The move comes after Initiative Brewing, a Redmond-based craft brewery, ceased operations at its Madras location following years of financial difficulty. The city had originally backed the project in 2023 with $1.2 million in Urban Renewal assistance — a combination of loans and a grant — intended to transform the old Jefferson County Health Department building into a community gathering place and economic anchor for downtown Madras.
How the Money Works
City officials were quick to clarify that the $1.1 million figure does not represent a second expenditure on top of the original investment. According to an FAQ released by the city, approximately $525,000 will be paid at closing to satisfy the property's first-priority lienholder. The remaining balance is applied to reduce Initiative Brewing's existing debt to the Madras Redevelopment Commission.
Once the deal is finalized, the brewery will still owe the city $625,000. City leaders say they are actively working to recover as much value as possible through the ongoing repayment agreement.
City Defends the Urban Renewal Process
Interim City Administrator David Clyne acknowledged the disappointment of the outcome while defending the purpose of Urban Renewal programs.
"Economic development projects always involve both opportunity and risk. Urban Renewal exists to encourage investment and redevelopment that might not otherwise occur. While not every project ultimately succeeds as planned, our responsibility is to protect public assets, maximize recovery whenever possible, and position the community for future opportunities."
Clyne also noted that the vast majority of projects funded by the Madras Redevelopment Commission over the years have either been repaid or continue to perform as intended.
What Comes Next for the Building?
With the city now set to regain ownership of the renovated downtown property, the question turns to what happens next. The building on SW 4th Street was transformed from a vacant public structure into a commercial space that briefly served as a restaurant, brewery, and community events venue. City officials have not yet announced a specific reuse plan, but the property's downtown location and existing renovations position it well for a future tenant or redevelopment project.
