Background: A $1.2 Million Investment

In 2023, the Madras Redevelopment Commission approved $1.2 million in Urban Renewal assistance to transform the former Jefferson County Health Department building into a brewery and gathering space. The funding package included:

  • A $600,000 loan
  • A $300,000 loan
  • A $300,000 grant

The investment helped convert a vacant public building into a renovated commercial property in downtown Madras. Initiative Brewing opened its Madras location, drawing residents and out-of-town visitors to the revitalized space on the city's main commercial corridor.

The Closure

Initiative Brewing permanently closed its Madras location in July 2026, leaving the city and the redevelopment commission with an open question about the future of the property and the recovery of outstanding loan balances. The business still owes the city and Jefferson County for the economic development loans used to fund the opening.

The City's Response

On July 14, 2026, both the MRC and City Council approved a Purchase and Sale Agreement that gives the Madras Redevelopment Commission ownership of the property. Under the new arrangement, repayment of the remaining financial obligation continues under a restructured agreement — preserving the long-term value of the asset while keeping the city's recovery options open.
