Seven people were arrested in Madras late Wednesday following a months-long joint investigation by Central Oregon Drug Enforcement (CODE) and the Drug Enforcement Administration (DEA) that culminated in a high-speed vehicle pursuit, a precision immobilization technique (PIT) maneuver, and the search of a Southeast Grizzly Road home.
Lt. Mike Landolt with the Bend Police Department, which coordinates the CODE task force, said investigators had been surveilling Brent Lee Waldorf, 35, and Elizabeth Ann Chavez, 40, both Madras residents, at their home in the 400 block of SE Grizzly Road for several months on suspicion of drug trafficking.
The Chase
At approximately 8:30 p.m. Wednesday, a Jefferson County Sheriff’s deputy attempted to stop a Chevrolet Malibu near Highway 97 and NE Elm Lane as part of the operation. The driver refused to stop. Officers deployed spike strips that deflated two of the vehicle’s tires, but the car kept moving. Officers eventually used a PIT maneuver to bring it to a halt.
Three individuals were taken into custody from the vehicle: Nicholas Alin Speck, 40, of Redmond; Andrew John Jones, 39, of Bend; and Waldorf. The Jefferson County Sheriff’s Office drug detection K9 Keira alerted on the vehicle, and a subsequent search warrant turned up a handgun and drug-related items.
The Home Search
Simultaneously, CODE agents watching the SE Grizzly Road property saw multiple individuals leave the home and conducted a second traffic stop. Elizabeth Ann Chavez reportedly fled the vehicle on foot but was apprehended. Her husband, Victor Manuel Chavez, 49, was also detained. Kenneth Lee Crutcher, 48, of Redmond, and Jeremy James Wisely, 42, of Madras were arrested as well.

CODE is a multi-agency task force coordinated through the Bend Police Department, drawing deputies and detectives from Jefferson, Deschutes, and Crook counties as well as the Oregon State Police. The DEA’s participation reflects the federal scope of fentanyl and methamphetamine trafficking investigations now common across rural Central Oregon, where supply networks operating out of larger cities have extended reach into smaller communities.
No injuries were reported among law enforcement or suspects during the pursuit or arrests. The investigation remains active, and Landolt indicated additional charges have not been ruled out.
