A man who was living unlawfully in Culver has been sentenced to federal prison for traveling across state lines to sexually abuse a minor.
Leonias Juber Ramos-Garcia, 26, a Guatemalan national, was sentenced on May 14, 2026 in U.S. District Court to 30 months in federal prison followed by five years of supervised release. He had pleaded guilty on November 18, 2025 to traveling with intent to engage in illicit sexual conduct.
What Happened
According to federal prosecutors, Ramos-Garcia began targeting a minor in February 2025, when he gave the child a note and cash expressing romantic feelings. The following month, he sent sexually explicit messages to the minor and arranged a hotel in Central Oregon, where he sexually abused the child.
In April 2025, Ramos-Garcia again traveled, this time to Washington state, where he booked a second hotel and sexually abused the minor a second time.
Investigation and Prosecution
The case was investigated by Homeland Security Investigations and the Federal Bureau of Investigation. The announcement of the sentencing was made by U.S. Attorney Scott E. Bradford for the District of Oregon. Prosecution was handled by Assistant U.S. Attorney William M. McLaren.
