The City of Madras has identified three finalists in its search for a permanent city administrator, the city announced in late May. Community members are being asked to weigh in before a final hiring decision is made.

The Finalists

  • Brenda Fahey — Currently serves as Assistant City Manager and Human Resources Director for the City of The Dalles, Oregon. Fahey brings experience in municipal operations and HR management from a similarly-sized Oregon city.
  • Maurice Henderson II — Finalist details were not fully disclosed in public releases, but Henderson advanced through a competitive field of applicants.
  • Jody Yates — Also advancing from the finalist screening process.

Context: A Long Search

The position has been vacant or held by interim administrators since Will Ibershof resigned in January 2026. The city has cycled through two interim administrators in the months since, with the search for a permanent hire becoming a priority for the Madras City Council.

Madras’ interim administrator, who described the city as “postured to do something very special going forward,” praised both the community’s warmth and the region’s economic momentum during his tenure.

Your Voice Wanted

The City of Madras is actively soliciting community feedback on the finalists as part of its final selection process. Residents who want to participate in shaping this hiring decision are encouraged to contact Madras City Hall or watch for upcoming public engagement opportunities announced through city channels.

The city administrator role is the top professional management position in Madras city government, responsible for day-to-day operations, staff oversight, and implementing the policies set by the elected city council. The position carries significant influence over everything from city budgets and infrastructure projects to planning and public safety coordination.

Madras is Jefferson County’s largest city and the county seat, with a population of approximately 7,000 residents. A permanent administrator will provide continuity as the city pursues several active development and infrastructure projects.
